Fiona is an Immigration Manager in Fragomen’s Cork office, where she supports international businesses with the relocation of employees and their families to Ireland. She has 16 years of experience across the Irish immigration sector, advising on visa applications, naturalization, birthright citizenship, long-term personal immigration applications and registration matters.
Before joining Fragomen, Fiona served as CEO of an Irish nonprofit organization focused on migrant and refugee rights. In that role, she worked closely with Irish government departments, UNHCR and sector stakeholders on immigration and refugee issues, and advised on national immigration policy and practice, including as an expert witness before the Joint Oireachtas Committee on Justice.
Fiona has extensive experience managing multidisciplinary teams, leading complex projects and guiding organizational change initiatives. In 2023, she served as global NGO co-chair of the Annual Tripartite Consultations on Resettlement, UNHCR’s principal multilateral forum for advancing global resettlement policy and practice.
A recognized commentator on immigration and refugee issues in Ireland, Fiona has written extensively on immigration policy, contributed opinion pieces and appeared regularly across national print, television and radio media. She has also previously served on the board of the Cork City South Citizens Information Centre.
