Leah leads day-to-day operations at the Fragomen Center for Strategy and Applied Insights, coordinating research and initiatives that turn immigration trends into practical strategies. She works across the firm with attorneys, technologists and researchers to design data-driven solutions that address immigration system complexities.
Before joining Fragomen, Leah served in senior legal and policy roles across DHS and USCIS, advising agency leadership on high-profile litigation, shaping national immigration policy, implementing priority initiatives and representing the United States in international migration forums. Her government service included positions in the USCIS Office of the Chief Counsel and Office of Policy and Strategy and the DHS Office of Policy and Office for Civil Rights and Civil Liberties, earning her multiple awards for excellence and meritorious service. Earlier in her career, Leah worked as a trial attorney in the Department of Justice and as an immigration lawyer in private practice.
Leah combines a deep understanding of the legal, policy and operational dimensions of immigration with a focus on advancing strategies that improve immigration systems for governments, employers and individuals worldwide.
