Mitch is a 40-year veteran of immigration law, currently serving as Senior Counsel in Fragomen's Irvine office.

Mitch’s clientele is diverse, comprising individual high-net-worth foreign nationals, startups and mid- and large-sized multinational companies. His practice embraces the full range of Fragomen’s services, including EB-5, PERM, E-2, L-1 and extraordinary ability visas as well as National Interest Waiver cases. By deploying this wide range of services creatively, he fashions strategies that solve otherwise intractable immigration challenges.

His oversight of Fragomen’s Southern California offices includes onboarding and ongoing management of corporate clients who seek his advice in creating or re-designing immigration programs of all sizes and the policies that govern them. He centers his consultations on creating an optimal employee experience that leverages Fragomen’s top-flight technology offerings without sacrificing transparency or efficiency. He often designs multiple parallel processes for one client to achieve the most efficient and timely results within the constraints of their objectives. He takes special pride in helping smaller companies ramp up growth by attracting and retaining the right mix of foreign talent—and playing a key role in moving them forward to success in their industry.

Mitch is also celebrated for his experience helping high-net-worth foreign nationals navigate the lengthy and exacting EB-5 process, a reputation that he has earned through representing countless individuals over many years. His decades of experience, strategic thinking and comprehensive client service have earned the confidence of highly educated and successful EB-5 clients from across the world. Applicants trust Mitch to provide forensic insights that chart an efficient financial path through the EB-5 process, and unflagging case management over multiple years once their process is underway.

Second only to his creative approach, clients value his uncompromising dedication to customer service. Mitch’s career began in the crucible of small immigration firms, where he learned the importance of responsiveness and attention to detail. He personally supervises every case handled by his team, providing troubleshooting and high-level strategic advice. Clients especially value his team’s detailed follow-up to every question and consultation, through which they offer a comprehensive summary of the company’s current immigration challenges and additional insights into relevant strategy, timelines and milestones, government fees and expenses.

Mitch is a thought leader in the immigration law arena—a sought-after speaker at program-related conferences around the globe and author and co-author of hundreds of articles on immigration processes and other topics including, especially, the EB-5 process.

Mitch teaches a regular module on business and investment immigration law at the University of California Irvine Law School, where he is proud to serve as a guest lecturer. He often mentors students from his lectures, inviting interested participants to attend meetings and discussions—granting them a first-hand perspective on the practice of immigration law. He is also an active and popular mentor to Fragomen associates as they navigate the early years of their practice.

Mitch previously served as a member of the firm’s national Executive Committee. He is a California State Bar Board of Legal Specialization certified specialist in immigration and nationality law.
