Rahul utilizes his extensive immigration law experience to help clients build compliant global mobility programs, increase efficiencies and improve their employees’ experience. Whether they are building a first-time program or expanding an existing one, Rahul develops customized strategies based on the company’s size, industry, employee population and ensures processes and outcomes are clear and understandable to all stakeholders. He leads Fragomen’s Matawan, NJ office and serves as a member of the firm’s IT Consulting Group and Pro Bono Ambassadors network.

Rahul focuses on clients within a variety of industries, including software development, audit, tax and advisory services, human capital management solutions, consumer products, e-commerce, chemicals and energy, assisting them with a wide range of nonimmigrant visa matters, as well as permanent residency matters involving PERM labor certification applications, complex immigrant worker petitions, and multinational executive and manager petitions. He also provides counsel on the immigration implications of corporate mergers and acquisitions, outlining the impact on the foreign national employees as part of the due diligence process and devising a plan to facilitate business continuity from an immigration perspective before and after the restructuring. Additionally, Rahul regularly advises clients on U.S. immigration compliance, Labor Condition Application (LCA) regulations, and USCIS anti-fraud efforts.

As clients navigate complex regulatory, policy and economic changes, they know they can rely on Rahul’s clear understanding of the impact of these factors on their business and guidance on how best to implement necessary processes that will save costs, retain and move the right talent around the globe, while maximizing revenue.

Responsiveness, empathy and a hands-on approach are the cornerstones of Rahul’s client service—one that has won him many client accolades throughout his career. He prides himself on being able to correctly harness the full scope of Fragomen’s worldwide capabilities depending on the clients’ needs, aligning solutions with the client’s unique culture, risk tolerance and business objectives. He has facilitated crucial meetings and discussions between clients and U.S. Consulates abroad to increase the understanding of the process as they move their workforce around the world.

Coming from a family of immigrants, Rahul has a personal connection to the process, but more importantly he knows that his role helps multiple stakeholders—from the corporation to the foreign national and their family—benefit the economy and the country.

Prior to joining Fragomen, Rahul served as a Staff Attorney with the U.S. Department of Justice, Board of Immigration Appeals through the Attorney General's Honors Program.

Rahul speaks English and Gujarati.

Experience

Facilitated senior-level meetings between corporate clients and the U.S. Embassy in New Delhi, the U.S. Consulate in Chennai and the U.S. Embassy in Dublin to discuss the L-1B specialized knowledge visa category, which ultimately strengthened the L-1B visa programs of clients in industries such as software development and audit, tax and advisory services.

During the COVID-19 pandemic, provided clients with a comprehensive analysis of the changes and business impact resulting from the immigration-related Presidential Proclamations and Travel Bans. Led multiple Town Hall calls regarding the Proclamations for the foreign national employee populations of multinational clients, one of which was attended by over 900 employees of the company worldwide.

Successfully advocated on behalf of a client to register the client’s major U.S. operating companies as E-1 treaty trader entities with the U.S. Consulate in Frankfurt, enabling the client to utilize the E-1 work visa category for qualified employees/candidates that are international transfers and short-term assignees to the United States. Worked closely with the client to strategize, prepare and present the necessary supporting corporate documentation to demonstrate to the U.S. Consulate that the client’s services and technology result in substantial trade between Germany and the United States, resulting in an expeditious and positive outcome for the client’s Global Mobility and U.S. immigration programs.
