Siobhan is known for her collaborative, compassionate and client-centric approach. She uses these key attributes to help corporate and private clients across the EMEA region navigate the complexities of the UK and European immigration landscape.

Leading Fragomen’s UK healthcare practice, Siobhan also works with large and small clients in the hospitality, finance, media and communications sectors. She provides guidance and legal advice centered on a holistic approach to global mobility which takes into account the totality of the entire person within the program and combines it with the company’s business goals. Specifically, she helps establish best-in-class immigration programmes, advises on workforce planning, process/change management, remote working, talent management, posted worker notifications and social security considerations and compliance across Europe. She also assists companies in obtaining A1/certificate of coverage, certificate of retention and exemption of social security liability.

Clients also look to Siobhan for strategic and tactical advice on client immigration sponsor obligations and Day 1 compliance concerns, company restructuring, mergers and divestitures and audits to help ensure robust reporting and record keeping, minimizing any risk of noncompliance with right to work checks.

An experienced crisis manager, Siobhan has successfully led clients through Brexit, the COVID-19 pandemic and the war in Ukraine, to name a few. Maintaining key relationships for the benefit of her clients is of great importance to Siobhan, who has been a part of several working groups with the UKVI and has a good working relationship with the Home Office and related groups.

Siobhan leans on empathy and pragmatism to foster trust with her clients. She easily grasps the clients’ commercial elements and develops customized solutions, keeping them well-informed and actively engaged in their case strategies. She’s also fully transparent about possible hurdles in the process enabling clients to make informed decisions about their immigration matters.

In her 20-plus years of practicing immigration law, Siobhan has witnessed the evolution of the practice and the growing importance of global mobility within a business. She is passionate about every aspect of immigration, including its complexity and controversy. Most importantly, she relishes the opportunity to make a difference in real people’s lives and being an integral part of their various life and professional chapters.

Siobhan is committed to community engagement and to DEI and sustainability initiatives. In addition to working with clients on their own inclusivity programs, she also serves as the UK Regional Partner for Diversity, Equality & Inclusion and the Global Partner for Environmental, Social and Governance, championing and leading the European approach within Fragomen. She is also the lead partner for the European Mentoring Programme and is a Mental Health Ambassador for the firm.

Siobhan is a regular author of immigration articles and contributor to seminars (e.g., LexisNexis and Best Start Human Resources). She is also a frequent speaker and panelist at various seminars and corporate events in the UK including the Global Mobility Leaders Exchange and various FEM Global Mobility Summits.
