
Employers must now utilize the online GEMOE platform as part of the Annex 13 application process to register foreign nationals they are seeking to sponsor. The GEMOE platform was originally implemented by authorities in June 2023, but labor offices in different Wilayas (provinces) have gradually been adopting the system. Employers who are not registered with the GEMOE system (which is required for employers who have applied for work permits or block visas) should submit a letter to the labor office in the Wilaya where the project is located, along with a social security clearance and a copy of the service contract. Once the account is created and access details are provided, the employer can begin to use the system to sponsor foreign nationals. If the labor office in the destination Wilaya has not adopted the GEMOE platform yet, employers can continue to utilize the old application process and prepare all documentation without registering for the GEMOE. Although the new GEMOE platform will reduce some delays at labor offices due to increased oversight by the Ministry of Labor and Social Security, the new system may reduce the number of employers able to sponsor foreign nationals through the Annex 13 process, because of the increased costs to register with the GEMOE. Further, the system was implemented without any transition period, which may affect employers currently in the process of sponsoring foreign nationals who will have to redo the Annex 13 application process, which will likely delay start dates.
