Belarus: More Onerous Requirements for Employers of Temporary Residents Forthcoming

Effective August 23, 2025, employers of temporary residents in Belarus (except for citizens of Eurasian Economic Union member states) will be required to:
- Sign employment contracts no later than 30 calendar days from the date of their entry into Belarus (or within 30 calendar days from the date of receipt of a special work permit, for those who enter Belarus before receiving their permit). This is down from the current six-month timeframe.
- Visit the foreign national’s residence at least once during the validity period of the employment contract (with state authorities) to ensure they are actually residing there and that the living conditions are acceptable.
- For certain positions, assess the foreign national’s knowledge of the Belarusian or Russian language to the extent necessary for communication prior to the signing of the employment contract, based on a test the government will provide.
The Eurasian Economic Union is made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia.
