Malaysia: Additional Permission to Study and Second Work Location Applications Moving Online
October 28, 2026
Effective November 1, 2026, the Expatriate Services Division (ESD) will accept Permission to Study applications for Employment Pass holders and their spouses holding Dependent Passes, and Permission to Work applications for a second work location, through the ESD Online portal. These applications currently require manual submission at ESD Putrajaya.
Once the online process takes effect, the Immigration Department and MYXpats Centre counters will no longer accept physical submissions for these applications. Permission to Study applications for children holding Dependent Passes are already available online and that process remains unchanged. Permission to Work at a second location applies to Employment Pass holders who will work at a branch office of the same sponsoring company at a location different from the one associated with their Employment Pass. The authorities have not yet announced processing times for the new online applications; the current manual process generally takes one to two weeks.
