Romania: Amendments to Work Authorization Policy

Effective immediately, EU Blue Card and Romanian single permit holders cannot change employers within the first year of employment (under certain conditions) without the written consent of their current employer, due to a recent influx of migrant workers transitioning to a new employer soon after relocating to their initial employer. The written consent serves as a basis for obtaining a new work authorization, as it is sent by the new employer to Romanian immigration authorities as evidence within the new application. This policy is primarily for situations where the duration of an employment contract is less than one year, and termination did not occur at the employer’s initiative. Note, seasonal workers are exempt from this requirement.
