South Africa: Revised White Paper on Citizenship, Immigration and Refugee Protection Published

The Minister of Home Affairs has put up for public comment the draft revised White Paper on Citizenship, Immigration, and Refugee protection. Members of the public should send their input by January 31, 2026. Key proposed reforms include:

- The introduction of merit-based criteria and an annual expression of interest for naturalization;
- A points-based system for economic pathways to citizenship;
- The introduction of new visa categories for remote work, start-ups, skilled workers, sports and culture, and the replacement of corporate visas with sectoral work visas for specific industries;
- A merit-based points-based system for certain visas and permanent residency; and
- Rollout of the Electronic Travel Authorisation to record biometrics for every foreign national in South Africa.
After the closing date of the public consultation process, the draft white paper is expected to be presented as a bill before the National Assembly.

Background
The revised white paper reviews and enhances certain policy propositions and:

- Adds detail to proposals contained in the original white paper;
- Explains government immigration policy priorities;
- Explains the visa review done through Operation Vulindlela; and
- Covers aspects of the current digital transformation agenda of the Department of Home Affairs.
