Sweden: Permanent Residence Can Now Be Granted During the Validity of a Temporary Permit

Effective June 11, 2026, temporary residence permit holders may apply for permanent residence as soon as they satisfy the applicable qualification period for permanent residence (four years for most work permit holders, and three years for EU Blue Card or researcher permit holders), rather than waiting until their current temporary permit is due for renewal (which was the previous rule). After that, the temporary permit can be revoked and replaced by the permanent residence permit. This amendment does not create a new pathway to permanent residence or alter the underlying qualification requirements.  

By allowing foreign nationals to obtain permanent residence sooner, this change reduces immigration uncertainty (including reducing the risk of needing to apply for a temporary permit extension), and allows earlier access to the benefits of permanent residence. For employers, this change offers greater workforce flexibility with permanent residence applications no longer needing to align with permit expiry dates.
