
The situation
Immigration, Refugees, Citizenship Canada has changed the list of shortage occupations open to companies applying for Category B of the Global Talent Stream.
A closer look
- Added occupations. Engineering managers, architects, science managers, mathematicians and statisticians have been added to the list.
- Impact. Employers can now apply for a recruitment-exempt Labour Market Impact Assessment (LMIA) and work permits for foreign workers in these professions.
- Removed occupations. Electrical technicians, electronic technicians and technologists have been removed from the shortage list.
- Impact. Employers will no longer be able to request an LMIA under the Global Talent Stream for this occupation code. The change is a reflection of the Canadian government’s view that these occupations are no longer in demand in the Canadian labour market.
Background
The Global Talent Stream is part of the Global Talent Strategy announced by the Canadian government in June 2017. Category B is one of two categories of LMIA applications that allow employers to hire highly-skilled foreign workers without undergoing a recruitment process, as there is a recognized shortage of skilled workers in Canada in these occupations.
Employers who rely on the Global Talent Stream must make commitments to help address the skills shortage. These commitments include job creation, skills training, increasing diversity in the work force and improved economic performance.
