Abeer is a Partner at Fragomen and has been a key member of the Middle East and North Africa (MENA) team since 2010. As the first female partner in the region, she is a trailblazer in driving innovation and purpose-driven leadership within the firm. Abeer leads the firm’s practice in the Kingdom of Saudi Arabia (KSA), overseeing the Riyadh and Al Khobar offices as well as a Dubai-based KSA team. She brings an extensive understanding of immigration and mobility matters across MENA jurisdictions.

Abeer builds holistic mobility programs that enable clients to seamlessly and compliantly move their talent globally. She views her relationships as partnerships, engaging with clients on broader talent challenges beyond immigration, such as acquisition, retention and long-term workforce planning. By crafting integrated solutions that go beyond a single filing, Abeer empowers businesses to achieve their goals and succeed in their desired markets. She also develops robust networks and resources for her clients, offering a comprehensive ecosystem of support.

Her client service philosophy is deeply personal—Abeer approaches each client relationship with the care and attention she extends to her own family. Known for her hands-on involvement and high standards, she prioritizes building trust and delivering exceptional service.

Abeer’s experience spans industries including financial services, consulting and healthcare, with an evolving focus on these sectors after an initial emphasis on technology earlier in her career. She manages large-scale immigration programs and complex restructuring projects, including mergers, acquisitions and spin-offs, helping clients optimize their operations while ensuring compliance.

Beyond her client work, Abeer is a passionate leader in areas she calls her “purpose work,” including mentoring and training. She has developed and delivered technical and leadership training programs through the Fragomen Academy, mentoring professionals across the EMEA region in both formal and informal settings. As a regional leader for ESG initiatives, she has established the strategy for the Middle East and Africa, overseeing projects related to environmental sustainability, corporate social responsibility and diversity. To that end, she also actively engages in region-specific initiatives with Talent Beyond Boundaries.

Abeer also leads various strategic initiatives for the MENA region, including spearheading conferences and regional campaigns. Her work in female empowerment and mentorship is particularly notable. She collaborates with organizations such as the UAE Gender Balance Council to promote gender equality, equal pay and career progression for women. She is also an active mentor with various business and community groups that support emerging female leaders across the region.

Abeer speaks Arabic and English.
