Crystal is a Senior Associate in Fragomen’s Government Strategies and Compliance practice. She advises multinational companies—particularly large technology employers—on complex U.S. immigration compliance, enforcement risk and the design of scalable immigration programs.
Her practice sits at the intersection of immigration law, compliance and technology-enabled process design. She works with clients on high-risk immigration matters, including government investigations, compliance reviews and remediation of employment-based immigration programs. Her experience includes advising on PERM, recruitment and hiring compliance, H-1B and LCA requirements, and navigating enforcement priorities amid evolving regulatory and policy landscapes.
Crystal regularly leads technology-enabled transformations of immigration programs, including the redesign of PERM recruitment workflows and large-scale compliance reviews. She partners closely with in-house legal, talent mobility, recruiting and engineering or operations teams to map processes, leverage data and implement systems that support high-volume hiring while enhancing audit readiness and reducing regulatory risk.
