Daniel helps companies navigate some of the most complex challenges in employment-based immigration—especially when it comes to compliance. Whether he is guiding Fortune 500 companies through high-stakes government audits, assisting private equity firms with immigration-related due diligence on potential acquisitions or advising fast-growing startups on how to build smart, compliant immigration programs from day one, Daniel is a go-to resource for practical, strategic counsel. He supports clients on I-9 and E-Verify matters, internal investigations, enforcement defense and nuanced immigration issues and individual cases.
With deep experience at the intersection of law, policy and technology, Daniel also leads Fragomen’s I-9 Service Center as Chief Executive Officer of WorkRight U.S., the firm’s I-9 employee verification technology, overseeing both the technology platform and legal services that power the firm’s end-to-end I-9 compliance offering.
A Partner in the Washington, DC office and a senior member of the Government Strategies and Compliance Group, Daniel brings a rare blend of government and private sector insight. Before joining Fragomen, he held senior roles within the Department of Homeland Security (DHS), including Director of the Office of Policy and Planning at U.S. Immigration and Customs Enforcement (ICE) and Deputy Associate General Counsel for Immigration at DHS. He began his career as a trial attorney with the former Immigration and Naturalization Service (INS) in New York City and later served in the INS General Counsel’s Office.
This unique background gives Daniel a 360-degree perspective on immigration compliance—one that is informed by policymaking, enforcement and real-world business needs.
