Jill takes pride in the growth she helps her clients achieve. Her accomplishments center on the strong relationships she builds with clients and are proven by the number of companies and individuals that continue working with her more than a decade and a half after they first sought her counsel. She has forged these lasting relationships with companies in the chemical, technology, animal sciences, software, education, semiconductor, sustainability and clean energy industries.

Key to these relationships is her willingness to listen and listen deeply. By thoroughly understanding her clients’ business objectives, Jill identifies bespoke, short-term and long-term strategies that improve and enrich clients through immigration policy. She focuses first on securing immediate gains that allow key stakeholders to develop institutional buy-in for their immigration program and then develops options for further innovation over time. While she develops new immigration programs and policies, she is also sought out by companies that have outpaced their original programs and are seeking ways to encourage their growth.

A student of process improvement techniques and methodologies, Jill is constantly reviewing and fine-tuning the solutions she creates for clients. They especially appreciate Jill’s innovative ideas related to the development and implementation of pilot programs, which pressure-test new ideas and approaches, and advanced benchmarking, which helps clients customize their programs to recruit and retain global talent in a fiercely competitive market. She applies her clients’ internal data with imagination and insight—developing, for instance, an experimental program framework that gathers and reports the travel-readiness of individual employees, making on-the-fly business travel efficient and compliant.

She also works closely with clients on immigration-related marketing and communication efforts, helping them communicate program advantages and benefits to recruiters and potential employees alike.

Jill is devoted to community and professional service. She has contributed her time and energy to the leadership institute of the Jewish Family and Children’s Service, a non-profit that provides social services to all ages, faiths and backgrounds in the Phoenix area. She is a member of the State Bar of Arizona and serves on the American Immigration Lawyers Association’s Department of Labor National Liaison Committee. As a mentor, she advises Fragomen attorneys in Phoenix and across the global firm, participates in the University of Michigan’s alumni camp mentorship program and supports the Hillel Alumni program.

Jill’s dedication to mentorship represents payment of a debt to her family for the support and encouragement they offered to her as an aspiring law student. Her parents, both lawyers, were her first teachers and inspirations. Her mother was one of only two women in her law school class in the 1960s and succeeded in an industry that, at the time, was not inclusive toward women; and her father, a solo practitioner, taught her valuable lessons about the meaning of client service and support.

Jill is a frequent speaker on a wide range of immigration-related topics and regularly presents at large conferences.
