The situation
The following previously-permitted entrants are now banned from entry in France due to the increasing rates of COVID-19 in the country:
- Non-resident UK nationals and posted workers from the United Kingdom;
- Individuals holding Intra-Company Transfer visas; and
- Newly-approved Talent Passport family visas on a transitional basis.
A closer look
Individuals holding newly-approved Talent Passport visas remain permitted to enter, among those holding other entry permissions as listed on Fragomen’s dedicated COVID-19 website.
Impact
- Entry bars. Affected individuals are no longer permitted entry unless eligible under another entry ground. Consular posts are progressively suspending visa issuance for the affected groups effective immediately, although some consular posts may issue Talent Passport family visas on a transitional basis.
- Talent Passport family visas. Even though Talent Passport family visas are not listed on the travel certificate, some consulates are still issuing family visas. There is no guarantee that family members will be allowed to enter France.

Background
Last week, French authorities barred entry to all non-essential travel from outside the European Union, European Economic Area, Andorra, Monaco, San Marino, Switzerland and Vatican City, but continued to permit entry for individuals holding newly approved visas under the Talent Passport category.
Looking ahead
It is expected that France will lift some of the travel restrictions when the rate of COVID-19 infection decreases in the country.
