Japan: Stricter Permanent Residence Requirements Proposed

The Japanese government has proposed stricter requirements for permanent residence (PR) applicants as part of broader efforts to strengthen the integrity of the immigration system. The proposed changes are expected by October 1, 2026, and, if adopted, would apply to PR applications submitted from April 2027. Under the proposed requirements, applicants would be expected to demonstrate an annual income above the average for a Japanese household and projected pension benefits equivalent to 30 years of enrolment in the employees' pension scheme. Applicants whose projected pension benefits fall short may satisfy the requirement by demonstrating sufficient savings or other assets. The revised guidelines would also place greater emphasis on an applicant's Japanese language ability and understanding of Japanese laws and social rules when assessing whether granting permanent residence is in Japan's best interests.
