New Zealand: English Language Requirements Expanded for Certain Visa Applicants
June 2, 2026
At a Glance
- Effective June 1, 2026, applicants for an Accredited Employer Work Visa (AEWV) and New Zealand Standard Classification of Occupations (ANZSCO) or National Occupation List (NOL) skill level 3 roles must meet minimum English language requirements, with limited exceptions.
- Transitional arrangements will exempt certain current AEWV holders from the new requirement.
- Employers recruiting foreign nationals into skill level 3 occupations should prepare for the expanded English language requirement, as it may affect recruitment timelines and candidate eligibility.
The situation
Effective June 1, 2026, applicants for an Accredited Employer Work Visa (AEWV) and New Zealand Standard Classification of Occupations (ANZSCO) or National Occupation List (NOL) skill level 3 roles must meet minimum English language requirements, whereas currently, only AEWV applicants in skill level 4 or 5 occupations must demonstrate English language proficiency through citizenship, English-based work or study experience, or an approved English language test.
A closer look
- Exemptions. This new requirement will not apply retrospectively to individuals who already hold a valid AEWV. Additionally, the following categories will remain exempt from the English language requirement:
-
-
- Global Workforce Seasonal Visa applications;
- Peak Seasonal Visa AEWV applications; and
- AEWV Job Change applications.
-
-
- Transitional arrangements. To support continuity for current workers and employers, Immigration New Zealand will implement targeted transitional measures, including:
-
-
- Individuals holding an AEWV that expires on or before December 1, 2026, will be exempt from the new English language requirement when applying for a further AEWV in a skill level 3 role; and
- Individuals who have already provided evidence of English language ability as part of a previous AEWV application will also remain exempt.

Impact
Employers recruiting foreign nationals into skill level 3 occupations should prepare for the expanded English language requirement, as it may affect recruitment timelines and candidate eligibility, while prospective AEWV applicants should assess early whether they meet the English language criteria or need to complete testing before submitting applications.
Background
The New Zealand government has stated that skill level 3 roles now represent the largest portion of the AEWV cohort.
According to the New Zealand government, the expansion of the English language requirement is intended to support migrant integration, help foreign nationals better understand their employment rights and obligations and encourage reporting of non-compliant employers.
Looking ahead
New Zealand is likely to continue refining the AEWV framework to strengthen worker protections, improve migrant integration outcomes and align immigration settings more closely with labor market needs. As part of these ongoing developments, Immigration New Zealand has indicated that the NOL will be integrated into its systems in 2027. Further details on the implementation approach and timeline are expected to be confirmed at a later date.
