Paraguay: Economic Solvency Requirements Updated for Permanent Residence Applications

Paraguay's National Immigration Directorate (DNM) has updated the requirements for demonstrating economic solvency in permanent residence applications by establishing uniform assessment criteria and documentary requirements. While applicants have long been required to demonstrate financial solvency through sufficient, verifiable documentation consistent with their declared profession, occupation or economic activity, the new framework standardizes the documentary requirements. It establishes 12 economic solvency categories, such as professionals, employees, self-employed individuals, remote workers, shareholders, retirees and students, each with its own prescribed supporting documentation.
One of the most significant changes is that a professional or technical degree alone is no longer sufficient to demonstrate economic solvency. Applicants relying on their qualifications must also provide evidence that they are actively practicing their profession or occupation through employment or tax documentation demonstrating income. The DNM may request additional documentation, verify submitted information, and, where appropriate, reclassify applicants under a different economic solvency category.
The DNM will also no longer include an applicant's profession or occupation on the permanent residence card and will instead maintain this information in its internal records.
The updated requirements are expected to increase documentary scrutiny of permanent residence applications, particularly for professionals and technicians who will now need to provide evidence of active employment or income in addition to their educational qualifications.
