Residence Registration Issues Possible for Companies Leasing Property to Foreign Workers
July 25, 2018
The situation
Following the change in registration rules for foreign nationals in Russia, some local migration offices are rejecting the residence registration applications of companies that arrange leased housing for their foreign workers.
A closer look
In such cases, the migration office is requiring that the landlord submit the registration or consent form themselves.
The following districts in Moscow have rejected registration attempts for this reason, but there may be others who follow this practice:
• Arbat
• Dorogomilovo
• Khamovniki
• Khoroshevsky
• Khoroshevo-Mnevniki
• Pokrovskoye-Streshnevo
• Presnensky
• Tverskoy
Impact
Affected foreign nationals may have their registration refused and may therefore miss the deadline to register, which can result in fines for employers and fines and deportation for foreign nationals. Affected companies should seek the landlord’s assistance with filing residence registration applications where possible.
Looking ahead
It is not clear when this practice will end. For now, foreign nationals should contact their immigration professional to determine how to proceed on a case-by-case basis.
