
Starting August 1, 2023, the Ministry of Manpower of Singapore will introduce an enhanced Self-Assessment Tool (SAT) for Employment Pass (EP) and S Pass applicants. This tool provides an indicative outcome for applications after considering a candidate's eligibility for an EP or S Pass based on factors like salary, educational background, and work experience. Specifically, the enhanced SAT is designed to be able to assess EP applications that will be submitted from September 1, 2023, which will come under the new points-based COMPASS evaluation framework. With COMPASS, in addition to the minimum qualifying salary requirement for EP eligibility, applicants will also need to score at least 40 points under the new framework, which evaluates applications using points for certain foundational and bonus criteria based on both employee and employer-related attributes to ensure complementarity with Singaporean workers. It is important to note, however, that the SAT's outcome isn't definitive, as other factors, such as quotas and the candidate's history, are not included in this assessment. This enhanced system will continue to offer additional features like previewing details before submission, easy editing for re-assessment, and the ability to print assessment results. To protect sensitive company-specific criteria, the enhanced SAT will only be accessible by logging in the entity’s EP eService portal.
