Beginning October 1, 2025, Taiwan will discontinue paper-based arrival cards and replace them with a mandatory digital system, the Taiwan Arrival Card (TWAC), for foreign nationals who do not hold Taiwanese residency status, including those without Resident Visas, Alien Resident Certificates, or diplomatic documents. As a result, tourists, business travelers, and other short-term visitors will be required to complete the TWAC before traveling to Taiwan.
The TWAC can be completed online on the online government portal. Authorities recommend that travelers submit the form within three days prior to departure (though it is possible to complete the declaration at the airport of departure). The form requests standard travel details, including passport information, flight or ship number, arrival date, contact details, address during the stay, and the purpose of travel. The system allows for group submissions of up to 16 people on a single form, and it includes an update function that enables travelers to modify their information if plans change. The platform is currently available in English and Traditional Chinese, with instructions offered in additional languages including Japanese, Korean, Thai, Vietnamese, and Indonesian.
After submission, travelers receive a confirmation email containing a QR code. While the QR code can be presented at immigration, in most cases, the system will automatically retrieve the declaration by scanning the traveler’s passport. For travelers who have not completed TWAC in advance, airport kiosks and assistance staff will be available to facilitate online submission upon arrival.
