Juan Carlos’ practice is built on the fundamental premise that the business needs of his clients intersect with—and support—the human needs of the individual immigrants they sponsor.

Juan Carlos manages the policies and parameters of large-scale immigration programs in the technology sector that process thousands of immigrant workers at a time. By working in concert with clients, he identifies the cost and time benefits of program-wide structural choices, yielding efficient and compliant immigration programs.

Even as he serves his clients’ business aims, he strives to develop policies and processes that are inspired by the human experience of immigrant employees. This approach is especially responsive to disruptive and unanticipated changes in government immigration policy and technology.

As counsel to the semiconductor industry’s largest and most consequential players, Juan Carlos possesses a deep appreciation for the culture and business practices that have made them exemplars of efficiency and innovation. He applies this familiarity to help clients develop immigration policies and programs keyed to the projects that are unique to their sector. His intuitive grasp of the sector and its needs has helped him guide clients through the chaos and unpredictability of recent crises, including the war in Ukraine and the COVID-19 pandemic.

Juan Carlos contributes to the community, providing pro bono services to immigrant rights organizations. While he has worked on conventional asylum and permanent residency cases, he is especially gratified to assist juvenile immigrants who have been designated wards of the state due to abuse and neglect. He has been recognized for his work by the Arizona State Bar, which named him one of that state’s top 50 pro bono attorneys.

Juan Carlos is a graduate of the Arizona State Bar Leadership Institute and has served as Chair of the State Bar Immigration Section and on the State Bar Appointments Committee. He currently serves on the American Immigration Lawyers Association Business Immigration Section Steering Committee and the Case Assistance Committee.

Juan Carlos speaks English and Spanish.
