Nofisatu (Nofi) is a Director within Fragomen’s Worldwide Private Client Practice, bringing over 18 years of cross-sector experience spanning financial services, private equity, healthcare infrastructure and real estate development. Her career has taken her across the United States, the Middle East, Africa and Asia, equipping her with a global perspective and a nuanced understanding of complex cross-border matters. Since joining Fragomen in 2015 in the Dubai DIFC office, she has led strategic growth initiatives across the Middle East and Africa, delivering bespoke immigration strategies to highly skilled professionals, entrepreneurs, investors, high-net-worth individuals, students, retirees, family offices and multinational corporations. Her work centers on guiding clients through sophisticated citizenship and residency pathways, aligning global mobility solutions with long-term personal, business and wealth planning objectives.

As Private Client Director overseeing Fragomen’s Residency and Citizenship by Investment (RCBI) service line across the Middle East and Africa, Nofi is responsible for the strategic expansion and commercial positioning of the practice. She advises clients on complex cross-border mobility and investment migration strategies, while overseeing program structuring, government and developer engagement, regulatory risk management and revenue performance. Through this leadership, she continues to strengthen Fragomen’s position as a trusted advisor in an increasingly regulated and competitive global investment migration landscape.

Nofi has also played a pivotal role in the development and implementation of several landmark UAE immigration initiatives, including the Golden Visa, the Virtual Working Program and the UAE Investor Visa for Property Owners. These programs have supported hundreds of multinational corporations and thousands of private clients, contributing meaningfully to the UAE’s evolving immigration framework and long-term talent strategy.

Beyond her client and market-facing responsibilities, Nofi serves as Fragomen’s Culture & Inclusion Ambassador for the Middle East. In this capacity, she leads initiatives that advance diversity, equity and inclusion across the region, championing a collaborative and respectful workplace culture that reflects her deep commitment to both professional excellence and community impact.

Nofi speaks English and French.
