Luxembourg is a member of the European Union and the Schengen Area. If you’re a foreign national looking to visit, live, and/or work in Luxembourg, several options are available.
- Business Visits: As a business visitor and depending on your citizenship, you'll generally enter Luxembourg without a visa or you'll need to secure a Schengen C Visa from a Luxembourgish consular post before your travel. For all visitors, the Schengen Area limits stays to 90 days in a 180-day period.
- Work Authorization: The main work authorization categories are (1) the EU Intra-company Transferee Permit, for intracompany transfers of qualified managers, specialists, and trainees from outside the European Union (EU); (2) the EU Blue Card, for highly skilled personnel employed in Luxembourg on a local contract; and (3) the Work Permit for Salaried Workers, for skilled staff on a local contract for positions where no local qualified staff is available. The initial permit validity differs among work permit types, but you may generally apply for a renewal if you continue to meet the permit conditions. Luxembourg also offers certain work permit exemptions, depending on the activities you intend to undertake on your visit.
- Internships/Traineeships: If you're traveling to Luxembourg as an intracompany trainee, the EU Intracompany Transferee (ICT) Permit may be suitable. It generally authorizes traineeships of up to one year and cannot be extended beyond one year. Alternatively, you can obtain a six-month permit for educational traineeships under the EU Students & Researchers Directive, provided you receive the applicable minimum salary (you may be subject to labour market testing under this program).
- Self-employment: If you're a potential investor or entrepreneur, you can apply for a self-sponsored permit that allows for work. To apply, you'll first need to obtain temporary work authorization via a standard employment permit application and then apply for a three-year Residence Permit for Investors based on an investment of EUR 500,000 in an existing or new company in Luxembourg. If you intend to invest in a new business, the Ministry of Economy must first approve your company's business plan. You and/or your spouse (as applicable) must hold a percentage of shares, voting rights or ownership interest in the new business. For start-ups, your company must create at least five local work positions within three years of incorporation.
