Azerbaijan has officially launched the country’s Highly Skilled Migrant Programme (HSMP), designed to attract highly qualified foreign professionals into the workforce. The initiative marks an important milestone in the country’s economic and workforce strategy and presents new opportunities for qualified individuals considering moving to Azerbaijan for employment.  

Benefits of HSMP to Employers and Foreign Workers

Azerbaijan joins a growing list of countries that have introduced high-skilled migration programmes to remain competitive in a rapidly evolving global economy. The new HSMP is more than a labour-market initiative — it supports the country’s broader goals to diversify its economy, strengthen technical expertise and build a knowledge-based growth sector. According to the national migration authority, attracting skilled foreign professionals is expected to drive long-term socio-economic development, innovation and investment goals. With the increasing demand for skilled talent, the HSMP positions Azerbaijan alongside other nations proactively competing for highly skilled workers.

Key Features of the HSMP

The digitalised process is integrated into a unified migration information system to ensure transparency and efficiency. Key features include:

      • Digital “one-stop shop” portal: Applications are submitted entirely online via an official multilingual portal which provides instructions, document upload functionality and real-time status updates.
      • Points-Based Assessment: To meet HSMP eligibility, applicants are evaluated using criteria such as qualifications, experience and expertise and must typically score 70 out of 100 points to qualify for status as a highly skilled migrant.
      • Streamlined residence and Work authorisation. Successful applicants receive up to five years of highly skilled migrant status. Importantly, both they and their dependents are exempt from standard work-permit quotas.
      • Family-friendly provisions. Spouses and underage children may also obtain residence permits and benefit from simplified administrative procedures.
      • Faster, More Transparent Processing. Applications review within three to four weeks.

Benefits of HSMP to Employers and Foreign Workers

For foreign professionals considering relocation, the HSMP offers several key benefits including:

      • Ability to move and work in the country without a pre-existing job offer
      • Faster, simplified administrative procedures for residence and work authorisation
      • Access to a growing economy seeking skilled labour, particularly in sectors aligned with the country’s development strategy such as Information Technology (ICT), Engineering, Oil and Gas, Finance and Healthcare among others.

Azerbaijani companies gain access to a pre-vetted pool of international skilled labour pool via the government portal providing a streamlined way to identify, attract and hire skilled workers who align with evolving industry needs.

 

How to Apply for HSMP: Practical Tips to Strengthen the HSMP Application

Preparation is key when applying for HSMP and incomplete files are a common reason for delay or refusal. Below are three recommendations to strengthen applications and improve the likelihood of success:

 

Organise documentation thoroughly:

Ensure that diplomas, certificates, professional references and all relevant documents are:

        • Authenticated (apostilled or notarised where required)
        • Translated into Azerbaijani or English, as instructed
        • Uploaded clearly into the digital portal

 

Highlight Experience and Achievements:

        • Because the process is points-based, emphasis on specialised expertise, length and relevance of work experience, leadership or technical roles, publications, patents, or other accomplishments is important.

Consider Learning Basic Azerbaijani

        • Although not a formal requirement, language ability supports integration and indicates long-term commitment—factors that may enhance an applicant’s overall profile.
