TORONTO – June 22, 2026 – Fragomen, the world's leading provider of immigration services, and Talent Beyond Boundaries, the global nonprofit organization dedicated to opening skilled migration pathways for refugees and displaced people, today announced that they will jointly serve as Co-Chairs of the Global Task Force on Refugee Labour Mobility for a two-year term beginning in June 2026.
The Global Task Force on Refugee Labour Mobility, a multi-stakeholder initiative bringing together governments, employers, international organizations and civil society to advance employment-based pathways for refugees and displaced people, will move to a new co-leadership model. As Co-Chairs, Fragomen and Talent Beyond Boundaries will work with Task Force members to strengthen collaboration across sectors, share best practices and support the continued development of labor mobility pathways that connect skilled displaced individuals with employment opportunities across borders.

The appointment comes at a pivotal time as stakeholders prepare for the 2027 Global Refugee Forum, a global gathering held every four years to assess progress toward the objectives of the Global Compact on Refugees and advance new commitments to support displaced populations.
“We know refugee labor mobility works. The challenge now is scaling it,” said Sorcha O'Callaghan, CEO, Talent Beyond Boundaries and incoming Co-Chair of the Global Task Force on Refugee Labour Mobility. “Over the next two years, we have an opportunity to strengthen partnerships, share lessons learned across countries and help more governments and employers recognize displaced people as a valuable source of skills, experience and talent.”
Under their joint leadership, Fragomen and Talent Beyond Boundaries will work with Task Force members to strengthen collaboration across sectors, support the implementation of labor mobility initiatives that connect employers with qualified displaced talent, and build momentum ahead of the 2027 Global Refugee Forum.
Refugee labor mobility pathways enable qualified displaced individuals to access existing economic migration programs based on their skills and experience, complementing broader refugee protection and resettlement efforts.
