Germany: New Digitized Process for Obtaining Identification Cards, Passports, Residence and Work Permits

Update – April 30, 2024: The date from which a) applicants will be able to request that their documents be sent by mail and b) PIN and deactivation information will be provided at the initial application appointment (and no longer be sent by mail) has changed from November 1, 2024 to May 1, 2025. Additionally, as clarification, from May 1, 2025, only digital biometric photographs (which have now become standard for identification documents in Germany) will be accepted for new document applications. Paper-based passport photos will no longer be accepted.
November 8, 2023: As part of broader efforts to streamline immigration processes, as of November 1, 2023, the process for receiving German identification cards, passports, and residence and work permits has been simplified. First, document applicants can now collect their identification card, passport or resident or work permit at automated collection machines (as opposed to an immigration authority office). Second, mail receipt of PIN and deactivation information can now be confirmed by a text message. Previously, applicants had to return to immigration authorities in person to confirm receipt of the PIN code (used for online processes) and deactivation information (necessary to block online use of such documentation).
Further changes are scheduled for November 1, 2024. Applicants will be able to request that their documents be sent by mail (subject to a fee); while PIN and deactivation information will be provided at the initial application appointment with immigration authorities (and no longer be sent by mail). Further, all identification, passport, and residence and work permits issued after May 1, 2025 will contain a biometric photo.
