Die Schweizer Regierung hat beschlossen, das Format bestimmter Kategorien von Arbeits- und Aufenthaltsgenehmigungen für in der Schweiz lebende und/oder arbeitende Ausländer, zu ändern.

In diesem Blog betrachten wir diese jüngste Entwicklung. Zuvor wurden einige Genehmigungen, wie etwa Arbeits- und Aufenthaltsgenehmigungen für EU- / EFTA-Bürger, in Papierform mit einem Passbild des Genehmigungsinhabers versehen und in einem Plastikumschlag untergebracht, der etwa doppelt so groß wie eine normale Kreditkarte ist.

Dies hat sich nun geändert: Ab dem 1. November 2019 werden neu ausgestellte Genehmigungen einiger Genehmigungstypen durch neuartige Ausweise im Kreditkartenformat ersetzt, die die biometrischen Daten des Genehmigungsinhabers enthalten.

Die Änderungen wirken sich auf die die folgenden Berechtigungskategorien aus:

  • EU/EFTA Bürger (L-, B- und C-Ausweise)
  • Grenzgängerbewilligungen  (G-Ausweise, alle Nationalitäten)
  • Berufstätige Ehepartner und Kinder von Mitgliedern ausländischer Vertretungen und Organisationen (Ci-Ausweise)
  • Asylsuchende während des Asylverfahrens (N-Ausweise)
  • Vorübergehend zugelassene Asylbewerber (F-Ausweise)
  • Schutzbedürftige Personen (S-Ausweise)

Die Kantone haben bis 2021 Zeit, diese Änderungen eigenständig umzusetzen. Die ersten bestätigten Kantone, welche die Änderungen umsetzen werden, sind die Kantone Thurgau, Genf und Zürich. Die Kantone Thurgau und Genf weisen bei diesen Neuerungen den Weg und werden ab dem 1. November 2019 das neue Genehmigungsformat ausstellen. Im Kanton Genf sind vorerst nur L-Bewilligungen für EU-Bürger betroffen, während im Kanton Thurgau schon alle neuen L-, B-, C-, und G-Ausweise auf das neue Format umgestellt werden. Der Kanton Zürich teilte mit, das neue Format für alle oben aufgeführten Bewilligungsarten ab dem 1. Februar 2020 zu übernehmen.

Für die Antragsteller der betroffenen Genehmigungen bedeutet dies, dass sie ihre biometrischen Daten erfassen lassen müssen, damit die Genehmigungen erteilt werden können. Bisher galt dieses Verfahren nur für Nicht-EU-Bürger mit B- und langfristigen L-Genehmigungen. Mit dieser Änderung müssen nun alle oben genannten Genehmigungsinhaber die biometrische Datenerfassung absolvieren, um ihre Genehmigung zu erhalten. Diese Datenerhebung kann je nach Kanton zusammen mit der lokalen Registrierung oder später mit einem separaten Termin vorgenommen werden.
