Unlocking Opportunities: UAE's Mission Visa in Free Zones

The United Arab Emirates has long been recognized as a global business hub, attracting talent from around the world. In February 2022, the UAE government introduced the Visit Visa for a Work Assignment, commonly referred to as the Mission Visa or Mission Work Permit. This single-entry visa allows foreign nationals to enter the UAE for up to 90 days to complete temporary work or fixed-term projects. With its recent extension to free zones, the Mission Visa increases operational flexibility for businesses while providing new opportunities for foreign nationals.
Availability of the Mission Visa in the UAE
When first introduced, the Mission Visa was only available to mainland companies. Companies operating in free zones had to rely on alternative solutions, including visit visas (โleisure visasโ). These visas did not provide a fully compliant solution for companies that needed to bring in foreign workers for short-term assignments, as they were limited to activities such as attending meetings and conferences.
Affected employers were therefore at risk of non-compliance when deploying staff required to carry out activities that have not been pre-approved by the relevant free zone authority when applying for the leisure visa.
Improving compliance by extending the Mission Visa to free zones
To close this legislative gap, the UAE government extended the Mission Visa to companies in free zones in July 2022, but its practical implementation has only recently begun. As of November 2024, two free zones in Dubai - the Dubai Development Authority (DDA) and the Jebel Ali Free Zone Authority (JAFZA) - offer the Mission Visa.
These free zones are among the largest in the UAE, not only due to their scale but also because of the diverse portfolio of high-profile clients they attract and serve across key industries such as technology, media, logistics, and manufacturing.
With the introduction of a dedicated short-term work visa, companies in free zones can now be compliant with the labor rules of the UAE. This change not only removes a legal gray area, but also promotes a more transparent and regulated process for foreign nationals to engage in temporary assignments (e.g., project-based work and probationary employment). Foreign professionals will also be able to experience the business environment and work culture in the UAE, potentially leading to long-term relocation.
Strengthening workersโ rights
The extension of the Mission Visa in free zones is a significant milestone in strengthening the protection of workers' rights in the UAE. Unlike other types of visit visas, foreign nationals working on short-term assignments under the Mission Visa are fully covered by the labor law and employment regulations. This includes protection mechanisms related to wages, working conditions and dispute resolution.
The Mission Visa protects foreign nationals from potential abuse and labor rights violations as it requires employment contracts that clearly outline roles, responsibilities, and the duration of employment. It ensures that both employers and employees have a clear understanding of their obligations, providing greater transparency and security for workers.
Areas of uncertainty
As the implementation of Mission Visa in free zones is ongoing, some processing details and visa requirements have yet to be confirmed:
- Online Application Process: It is still unclear when the online application process will be entirely available through DDA's and JAFZAโs electronic portals.
- Renewal: The Mission Visa can be renewed once for an additional 90 days, but it is unclear whether the renewal can be done in-country without the foreign national having to leave the UAE.
- Visa Quotas in JAFZA: Companies with current quotas for Long Term Visit Visas for Leisure in JAFZA will continue to receive these visas until their quota is exhausted. While any quota obtained thereafter will be for a Mission Visa, the exact allocation of visa quotas remains unclear.
- Wages Protection System (WPS): Employers must subscribe to the WPS, an electronic wage transfer system that ensures timely payment of wages to employees in the UAE. While the WPS does not currently apply to Mission Visa holders sponsored by employers in the DDA for more than 30 days, its applicability under JAFZA has yet to be clarified.
Impact
The extension of the Mission Visa to select free zones is expected to improve the business landscape in the UAE. This new visa category simplifies the process of hiring foreign nationals for short-term assignments and provides more flexibility for companies operating in these zones.
By aligning with global standards for short-term work, the Mission Visa will enhance the attractiveness of the UAE as a destination for international talent, offering foreign nationals a valuable opportunity to test the business environment and work culture.
Looking ahead, the Mission Visa application process is expected to be available online, streamlining the process for companies and applicants. More free zones are expected to adopt the Mission Visa in the coming months. To further accommodate skilled professionals and promote greater flexibility for employers, adapting the single-entry visa structure to allow multiple entries should be considered.
