Rückblick

Deutsche Staatsbürger benötigen ab dem 01.12.23 kein Visum mehr für die Einreise nach China. Der Zweck der Reise ist auf Tourismums, geschäftliche Tätigkeiten, Familien- oder Freundebesuch begrenzt und der Aufenthalt darf nicht länger als 15 Tage pro Einreise dauern.

Diese Ankündigung wurde am 24.November 2023 auf der Website der chinesischen Botschaft in Berlin veröffentlicht. Neben Deutschland sind weitere Staaten von der Visumspflicht befreit: Frankreich, Niederlande, Italien, Spanien sowie Malaysia. Die Staatsangehörigen dieser Länder dürfen auch über ein Drittland nach China einreisen.

Diese Regelung ist zunächst bis zum 30.11.2024 in Kraft. Warum gerade diese fünf EU Staaten augewählt wurden, haben die Sprecher des chinesischen Außenministeriums nicht mitgeteilt.

Wenn der Aufenthalt in China länger als 15 Tage dauern soll, oder der Zweck der Reise über die obengenannten Zwecke hinausgeht, bleibt die Visumspflicht bestehen.

Wirtschaftliche Gründe

Die rigorose Null-Covid Politik der Volksrepublik in den letzten 3 Jahren mit zwei- oder gar dreiwöchiger Quarantäne, Lockdowns, Massentests und extrem strikten Einreiseregeln haben ihre Spuren hinterlassen und viele deutsche Unternehmen verunsichert. Die chinesische Wirtschaft war schwer belastet und erholte sich seitdem nur langsam, ausländische Touristen gibt es im Land nur wenige. Diese Lockerung soll nun die Tourismusindustrie und wirtschaftliche Zusammenarbeit mit der EU wieder stärken.

Die Entscheidung ist unilateral, chinesische Staatsbürger benötigen für die Einreise in die EU weiterhin ein Visum.

Vereinfachte Visaregeln

Der Aufwand bei der Beantragung eines Geschäfts- oder Touristenvisums wurde seit dem Ende der chinesischen Null-Covid Strategie ebenfalls reduziert. Für eine ein- bzw. zweimalige Einreise mit einem Geschäftsvisum (so gennantes M Visum) und für ein Touristenvisum (L Visum) müssen keine Fingerabdrücke mehr abgegeben werden. Termine im Visacenter müssen nicht mehr im Voraus ausgemacht werden. Die Reisenden können ihre Unterlagen bequem innerhalb der Öffnungszeiten abgeben oder eine Visaagentur beauftragen.

Wer die Voraussetzungen für eine visafreie Einreise nach China erfüllt, darf sich sogar mehrfach visafrei in China aufhalten und über ein Drittland nach China einreisen. Derzeit gibt es keine konkreten Beschränkungen für die Anzahl der visafreien Besuche. Wichtig dabei ist, dass der Reisezweck nicht über Tourismus, Business, oder Familien– und Freundebesuch hinausgehen darf und insgesamt maximal 90 Tage pro Kalenderjahr beträgt.

Alternativen zur visafreien Einreise

Sollte die Aufenthaltsdauer in China die 15 Tage Grenze pro Einreise überschreiten ist ein Geschäftsvisum (Typ M) mit mehrfacher Einreise eine attraktive Alternative. Dieses Visum erlaubt einen Aufenthalt von bis zu 90 Tagen und ist für zwölf Monate gültig, allerdings muss der Antragsteller dafür persönlich im Visacenter vorsprechen und Fingerabdrücke abgeben.

Wenn der Reisende eine Arbeitsstelle in China antreten sollte, muss weiterhin ein Arbeitsvisum (Typ Z) beantragt werden. Dafür wird eine Arbeitserlaubnis von der chinesischen Behörde benötigt. Für die Familienzusammenführung bleibt die Visumspflicht ebenfalls weiterhin bestehen, das Visum für die Familienangehörigen (Typ S1) muss vor der Einreise beantragt werden.
