Azeem is Fragomen’s Partner in Doha, where he oversees both Qatar and Kuwait immigration matters. He has over 12 years’ experience in immigration law and practice. He primarily focuses on large-scale corporate, outsourced migration programs and advises clients from a range of sectors on the design and implementation of related business processes, tailored to Qatari and Kuwaiti immigration policy and practices.

Azeem has experience in business migration across the Middle East region and regularly makes representations on behalf of clients in front of various government authorities. He also has particular experience providing recommendations to governments on migration governance best practice. In 2019, as part of the Global Forum on Migration and Development (GFMD) Business Mechanism, Azeem provided recommendations on governance of labour migration reforms in Qatar. Furthermore, in partnership with the Business Advisory Group on Migration, he co-authored a detailed publication on “Exploring the successes, opportunities, and challenges of business immigration frameworks in the Middle East” in 2021. He is also a regular speaker at conferences and webinars focusing on business immigration compliance and strategy.

Azeem is also a Solicitor qualified to practice law in England and Wales. Prior to heading up the Doha office, Azeem was based in the Fragomen London office where he represented numerous large multinational and blue-chip companies. His clients spanned a range of sectors, including consulting, finance, insurance, digital marketing, oil and gas, energy, advertising and media.

Azeem speaks English, Hindi, and Urdu.

Obtained approval for a client to amend employment contracts without the need to terminate and re-hire employees

Obtained special approval to add the new General Manager of a client to the company’s corporate documents without a Power of Attorney

Assisted with setting up multiple new companies in the Qatar Financial Centre Freezone

Advised clients operating in various jurisdictions including: Mainland, Qatar Financial Centre, Qatar Science and Technology Park and the Qatar Freezone.

Obtained a blanket exemption to allow a client to sponsor workers in Qatar where all strict criteria could not be met due to extenuating circumstances.

Obtained Multiple Work Visas for clients during the COVID-19 pandemic.

Provided recommendations on “Migration Governance” best practices in Qatar.

Partnered with a number of clients to advise on the impact of Brexit on both existing and future EU national workers.

Provided strategic legal immigration advice on one of the biggest acquisitions of 2015 as well as assisting in the onboarding of the acquired company.

Delivered in-house training to numerous clients on a range of issues including immigration compliance.

Supported clients with Government audits and compliance-related matters falling under immigration law and policy.

Successfully advised on and assisted in a complex overseas surrogacy case involving a VIP same-sex couple.

Partnered with clients to formulate and develop immigration policies to ensure compliance with local immigration laws.

Provided technical legal advice on complex immigration issues and forward planning.
