Daniel, Partner in Fragomen’s Government Strategies and Compliance Group, draws on his distinguished background as a litigator to help clients tackle unique immigration challenges.

His initial encounter with immigration law came from a pro bono asylum representation he managed while an attorney at Williams & Connolly, a premier Washington, DC litigation firm. Today, Fortune 500 companies and prominent individuals alike seek him out to develop and implement offensive and defensive strategies in complex immigration-related disputes and crises.

Humanitarian Immigration Solutions: Daniel leads a group of Fragomen lawyers and business professionals that build immigration programs targeted at corporate employees and their families affected by global crises. Major international corporations, medical institutions and non-profits have relied on him to create immediate responses to evolving crises and to develop humanitarian programs and policies anticipating future conflicts and disasters.

To date, he has conducted more than 150 consultations to help Afghans, Ukrainians and other victims of crises and conflict safely navigate U.S. and global immigration pathways.

Corporate Immigration Dispute Strategy: Daniel fights for clients when changes in agency rulemaking or adjudication patterns threaten to disrupt their immigration business model or derail individual employee cases. He leads federal litigation against the U.S. immigration agencies, including through filing mandamus suits to force adjudication and through substantive challenges to adverse agency decisions.

Clients especially value Daniel for his ability to resolve novel or unexpected changes in agency policy and to leverage the breadth of his clientele to secure cooperative positions of strength in multi-party litigation.

Policy and Rulemaking Advice: Clients rely on Daniel’s comprehensive, up-to-the-minute understanding of current immigration policy—and the forces that shape it—to help them in government relations and lobbying efforts. Major multinational companies, foreign governments and international financial institutions have sought his advice to ensure their voices are heard in upcoming policy debates and legislative efforts.

Daniel’s career in immigration law is inseparable from his volunteer work on behalf of immigrant communities, which he first pursued by teaching English as a Second Language courses in his teens. Today, he works with Upwardly Global, a non-profit that helps highly skilled immigrants and refugees with international credentials restart their careers in the U.S. He also provides pro bono support for families seeking asylum in the U.S.
