Eddie represents employers in immigration investigations, enforcement actions and litigation. As Fragomen’s trial lawyer, he has defended companies before the Department of Justice, the Department of Homeland Security and the Department of Labor. His courtroom experience gives him practical insight to help employers anticipate government scrutiny and respond effectively when disputes arise.

Eddie works with companies ranging from Fortune 50 corporations to startups, with significant experience in the meatpacking and food processing sector—one of the industries most frequently targeted for immigration enforcement. He also advises clients in technology, finance, healthcare, energy, manufacturing and professional services. This breadth of experience enables him to design compliance strategies that address industry-specific risks while supporting broader workforce needs.

He also serves as the compliance partner for several of Fragomen’s largest client relationships, including major technology companies. In this role, he helps manage complex, high-volume immigration programs and works directly with in-house legal, compliance and HR leadership to align immigration with business priorities and risk management. His practice spans I-9 and E-Verify compliance, labor condition application (LCA) audits, visa sponsorships and permanent residence programs—building frameworks that withstand government scrutiny while enabling workforce mobility at scale.

A frequent and sought-after speaker, writer and trainer, Eddie advises corporate leadership teams, professional associations and industry groups on enforcement trends and compliance strategies. His combination of courtroom experience and leadership of large-scale client programs makes him a trusted advisor to companies navigating both immediate enforcement challenges and long-term workforce planning.

Experience

Eddie has represented many companies and high net worth individuals in litigation and investigations, including multinational corporations, government contractors, C-Suite executives, accountants, banks, doctors and entertainers.

In addition to his substantial litigation experience, Eddie has conducted internal investigations and represented companies in enforcement matters, including:

  • Labor Department H-1B investigations
  • Homeland Security investigations into the employment of unauthorized workers and associated corporate criminality
  • Immigration fraud, smuggling and harboring investigations
  • Civil and criminal forfeiture investigations and proceedings
  • Civil and criminal False Claims Act violation investigations, including civil investigative demands
  • Justice Department inquiries into violations of the antidiscrimination provisions of the Immigration and Nationality Act
  • Government investigations into violations of U.S. securities laws, including Securities and Exchange Commission regulations, healthcare regulations and anti-money laundering rules

Outside of litigation, Eddie has advised clients on the programmatic aspects of their global mobility programs. Representative work includes:

  • Reassessing degree requirements for certain positions due to the changing nature of education
  • Understanding the implications of Executive Orders affecting federal contractors’ use of temporary visa programs
  • Assessing the compliance risk of the Justice and Labor Departments’ settlement agreements with a private entity and their effect on the compliance analysis by other entities
  • Evaluating and advising on responding to COVID-19 related shutdowns and slowdowns
