Residence Card Issuance Temporarily Suspended

The situation

The Ukraine Immigration Services cannot issue temporary residence cards due to a technical issue.

Impact

  • Delay travel. Until the issue is resolved, foreign nationals in Ukraine whose temporary residence card and temporary residence renewal applications are pending should not leave Ukraine as they may face re-entry issues.
  • Possible solution. Foreign nationals with pending initial temporary residence card applications may still be able to travel using their visa-exempt passport (for visa-exempt nationals) or D visa (for visa nationals).
  • Work rights unaffected. Foreign nationals with pending temporary residence card renewal applications can continue to work. Employers are advised to issue support letters for their foreign workers confirming that a residence card application is pending, which may help foreign workers prove their status if authorities inquire.

Background

The Ukraine Immigration Services changed residence card manufacturers approximately one month ago. The provider has not yet issued residence cards.

Looking ahead

It is not clear when this issue will be resolved. Affected foreign nationals should contact their immigration professional for periodic updates on the possible resolution date.
