Situated in the centre of the Asia Pacific region, Singapore continues to be a leading destination for professionals and their families worldwide. Its strong economy, exceptional safety standards and high quality of life make it an attractive place to live and work.

However, with evolving immigration policies, tighter work pass requirements and growing competition among foreign nationals seeking long-term stability, applying for permanent residency (PR) sooner rather than later may be a prudent step for those intending to settle in Singapore permanently.

Why Applying Early for Permanent Residency in Singapore Matters 

1. Increasing Competition for PR Approval

Each year, Singapore attracts hundreds of thousands of PR applicants, yet the government grants an average of only 30,000 new permanent resident status holders annually, a consistent trend since 2010.

According to the latest Population Trends 2025 report by the Singapore Department of Statistics, PR status holders make up only about 0.54 million of Singapore’s total population of 6.11 million — a small segment that underscores how competitive PR approval can be. Applying early while a candidate’s profile remains strong may increase their chances of success.  

Younger applicants are often viewed more favourably, as they are seen as having more available years to actively contribute to the economy, participate in community life and help balance the country’s resident old-age support ratio. Moreover, they tend to integrate more easily into the local society, fostering stronger social ties and long-term belonging. 

2. Education for Family Members

Obtaining PR status can significantly enhance children’s chances of securing a place in local schools, giving them access to Singapore’s well-regarded education system. Additionally, PR status opens doors for children to represent Singapore in academic, sports and arts competitions. This not only provides them with valuable experiences and exposure but also fosters personal growth, builds their confidence and creates future opportunities in their respective fields.

3. Career Benefits

Permanent residents generally enjoy greater job security and better career progression opportunities. Unlike work pass holders, they do not require separate authorisation to work in the country. PR status also provides the flexibility to change jobs without additional immigration passes or permits and even allows working for multiple employers simultaneously.

Furthermore, PR status provides greater ease in setting up a business — applicants can start or register a company without the need for a local representative or partner, and will be subject to fewer regulatory requirements, making entrepreneurship more accessible.

4. Central Provident Funds (CPF)

Making CPF contributions is mandatory for all Singapore citizens and PR status holders. CPF funds can be utilised for:

  • Retirement – Ensuring financial security in later years
  • Housing – Assisting with home purchases and mortgage payments
  • Healthcare – Covering medical expenses and insurance premiums
  • Investment – Growing savings through approved investment schemes
  • Education – Financing tuition fees for higher education

Moreover, CPF offers attractive interest rates and tax-free contributions, providing Permanent Resident holders with tax relief benefits while supporting their long-term financial stability.

5. Singapore Citizenship

In Singapore, PR serves as more than an immigration status — it is a pathway to citizenship. After holding PR for at least two years, individuals may become eligible to apply for Singapore citizenship, which offers a range of long-term benefits. In addition to greater stability and integration, citizenship provides the right to vote, enhanced employment security and broader access to government schemes and social services. For many, it represents the final step toward establishing a lasting future in Singapore.

6. Housing Benefits

Becoming a Singapore permanent resident opens greater housing affordability options. PR status holders are eligible to buy resale Housing Development Board (HDB) flats, which are often more cost-effective than private properties. They also enjoy lower stamp duties compared to foreigners, making homeownership more attainable.

According to the Inland Revenue Authority of Singapore, PR status holders enjoy the same stamp duty rates as Singapore Citizens — 1% on property values up to SGD 1 million, and 3% on the portion above that. Foreign nationals, by contrast, face a higher flat rate of 4% on the entire purchase price. This difference can result in substantial savings for permanent residents when buying property in Singapore.

In addition, PR status holders enjoy a lower Additional Buyer’s Stamp Duty (ABSD) rate of 5% on their first residential property while Singapore citizens are fully exempt. In contrast, foreigners face a steep 60% ABSD on their first property purchase.  These differences highlight how securing PR status early can translate into significant long-term financial advantages, especially in Singapore’s competitive housing market. 

7. National Service (NS)

For male applicants who are granted Singapore PR as foreign students or under parental sponsorship, the National Service programme builds discipline, resilience and a strong sense of responsibility. It provides specialised training in areas such as first aid, crisis management and leadership, while promoting physical fitness and an active lifestyle.

The programme offers opportunities to expand professional and social networks, gain certifications, and acquire skills that can enhance career prospects. Many find that the experience fosters a sense of pride, belonging and long-term growth, making it an integral part of integrating into Singaporean society.
