United Kingdom: Statement of Changes Restricts Some Aspects of Rules and Broadens Access to Other Pathways

The UK government has announced wide-ranging changes to the UK Immigration Rules in the March 5, 2026 Statement of Changes, including:
- Adding Nicaragua and St. Lucia to the visa national list;
- Temporarily ceasing the issuance of sponsored student visas to nationals of Afghanistan, Cameroon, Myanmar and Sudan, and skilled worker visas to Afghan nationals;
- Adding a new ‘design endorsement’ category to the Global Talent Pathway;
- Reducing the Global Business Mobility overseas employment requirement;
- Providing Indian nationals access to the Global Business Mobility Service Supplier Route in accordance with UK-India Free Trade Agreement; and
- Increasing the English language requirement for settlement under many visa categories.

In the recently published Statement of Changes, the UK government has announced wide-ranging changes to the UK Immigration Rules, aimed at, on the one hand, tightening the system to target abuse, and on the other hand, broadening access to targeted groups.
A closer look
Below is a summary of the pertinent details of the Statement of Changes.

Additions to visa national list. Effective March 5, 2026, Nicaragua and St. Lucia have been added to the visa national list (and removed from the Electronic Travel Authorisation (ETA) national list).

Pause of student visa issuance and skilled worker visas. Effective March 26, 2026, the United Kingdom will temporarily cease issuing sponsored student visas to nationals of Afghanistan, Cameroon, Myanmar and Sudan, and skilled worker visas to Afghan nationals. |
Schools, colleges, and universities should review recruitment plans and applications from affected nationalities. Additionally, employers recruiting from Afghanistan should assess impacts on skilled worker visa pipelines.

New Global Talent Pathway. Effective April 8, 2026, the government will introduce the ‘design endorsement’ pathway.
Additionally, the academic fast-track criteria will be clarified. |
This broadens the category of people who can enter under the Global Talent Pathway through additional design roles in ‘design fields’ not previously catered for. |

Global Business Mobility (GMB) route changes.

Settlement English threshold to be raised. Effective March 26, 2027, the English language requirement will be increased from B1 to B2 Common European Framework of Reference for Languages across the following categories: Skilled Worker, Scale-up, Innovator Founder, Global Talent, UK Ancestry, International Sportsperson, Minister of Religion, Representative of Overseas Business, Child Relative (Protection), Long Residence, Bereaved Partner, Private Life and Settlement Family Life. |
This change is intended to ensure that those granted citizenship have an English ability matching that of native speakers and integrate as would be expected of citizens. |
Background
UK Immigration Rules are often changed several times a year, via Statement of Changes, which lists the amendments that will be incorporated into updated Immigration Rules on the specified implementation dates.
Looking ahead
The UK government will release detailed guidance on the above and other rules. The MAC will be reviewing the Global Talent Route to use it to improve talent attraction to the United Kingdom. We will report related developments.
