On June 23, 2025, the Center for Global Development will host a virtual CGD Talks event exploring how labour migration can support Europe’s green transition.
One of the biggest constraints to achieving Europe’s climate goals is the shortage of qualified workers. Demographic trends and gaps in vocational training mean that domestic labour forces cannot meet demand—Germany alone is projected to face a shortfall of over 550,000 workers. Across the EU, critical roles such as welders, electricians, and construction workers are in high demand. Without these workers, the green transition risks stalling.
In response, countries are increasingly turning to labour migration as a complement to industrial policy. New programmes and policy initiatives are emerging to better align migration pathways with workforce needs in the green economy.
This CGD Talks session will bring together experts from Fragomen, the Center for Global Development, and other sectors to discuss:
- Where labour demand is most acute across Europe
- How governments and employers are responding to skills shortages
- What challenges new initiatives have faced
- Lessons from existing projects that link training and migration
