Cheryl elevates her clients’ immigration policies through a unique mixture of creativity, efficiency and seasoned leadership. She is especially proud of helping her Silicon Valley-based clients create and expand their immigration programs—including building several programs from a handful of employees to several thousand foreign nationals.

She leads a team of dedicated immigration professionals, many of whom have worked with her at Fragomen for two decades. Together, they have developed a holistic approach to designing and maintaining immigration policies by centering them within the context of her clients’ recruitment and retention efforts. They build programs that span the entire lifecycle of an employee’s experience, from on-campus recruitment to long-term residence in the United States, engaging and securing the best foreign talent for their clients.

Cheryl’s strategic sense is prized by clients, whose efforts to retain foreign talent are in tension with government policies that often shift dramatically between and within administrations. Her 23 years of experience allow her to anticipate changes that lurk around the corners of agency rule-making—and to quickly and creatively adapt client programs to make the most of these shifting priorities. Once the goals and strategic boundaries of a client’s program have been determined, Cheryl works tirelessly to perfect overall workflow, setting the highest standards of efficiency and transparency.

Serving clients in a broad range of industries, Cheryl’s past and current clientele is especially focused on high technology companies, consumer product manufacturers, preeminent biopharmaceutical firms, multinational energy and aluminum suppliers, leaders in renewable energy sources and international engineering and architectural firms.

Cheryl maintains an active pro bono practice, helping individuals reach the United States to pursue secure and productive new lives. Her recent efforts have included challenging family-based matters, asylum cases, MAP cases and cancellation-of-removal cases. Examples include the successful representation of various individuals in separate asylum cases and an ongoing representation of the foreign-national spouse of a military serviceman in an immediate relative petition before USCIS.

Her dedication to the discipline of immigration law was forged by her experience as a young immigrant from the Philippines. As a witness to the struggles her parents faced in securing a new life in the United States, she strives to make the complicated and sometimes onerous immigration process as smooth and unobtrusive as possible for her clients’ employees.
