With two decades of experience in global immigration law, Leonor serves as the Regional Managing Partner for Fragomen’s Latin America and Caribbean practice in the firm’s Costa Rica office. In her role, Leonor helps shape Fragomen’s market presence across the region, drawing on her deep experience, strategic foresight and longstanding commitment to client service.

A key architect of Fragomen’s regional footprint, Leonor has spearheaded or participated in the opening of numerous offices across Latin America and the Caribbean, including in Costa Rica (2007), Mexico and Brazil (2013) and Member Firm Network offices in Chile and Colombia (2015), Peru and Panama (2016), Argentina and Venezuela (2017), Guatemala (2018), Uruguay (2022), Ecuador (2024) and Liberia (2025).

Her leadership has been instrumental in guiding the firm’s growth and operational excellence throughout the region. She is also a key contributor to Fragomen’s commitment to knowledge and advocacy, managing offices and assisting in the development of immigration programs for companies and governments across LATAM.

Leonor manages complex immigration programs for multinational companies and governments, offering strategic counsel on international mobility, compliance and cross-border workforce planning. She also partners closely with multi-Latinas and regional businesses, providing trusted guidance on navigating Latin America’s intricate immigration frameworks.

Leonor’s experience is deeply rooted in international law and diplomacy, an area she has diligently cultivated throughout her career. She has held various impactful roles in international trade, where she has demonstrated knowledge in negotiating labor-related matters, including as a member of Costa Rica’s international trade agreements negotiating team from 2002 to 2005.

Leonor speaks English and Spanish.
