As one of only a few Japanese attorneys in the United States focusing on business immigration work specific to Japanese organizations, Shintaro serves as a strategic advisor to clients in both countries. He leads Fragomen’s Japanese Business Group in the firm’s New York office.

Shintaro has more than 25 years of experience working with Japanese organizations in both the United States and Japan. He effectively collaborates with the U.S. embassy and consulates in Japan to ensure his clients’ transfers of key personnel are in compliance with regulations and without incident, allowing organizations to execute their most important projects—through the help of skilled talent—in a timely fashion. He often travels to Japan to coordinate meetings between consular officers and client representatives, facilitating a collective understanding of the staffing requirements for projects.

Given the global nature of Shintaro’s work, he deeply values in-person connection with clients and is dedicated to visiting them on an annual basis, providing strategic consultation and guidance on all matters of U.S. immigration and nationality law, regulation, policy and compliance. In particular, he has advised many multinational corporations on the immigration-related consequences of corporate mergers and acquisitions and corporate start-ups, as well as current practices at the U.S. consular posts in Japan.

Shintaro has authored numerous articles on U.S. work visas and visa application procedures at the Embassy of the U.S. in Tokyo and the Consulate General of the U.S. in Osaka. He is a frequent speaker on current business immigration issues in a business seminar at a local Japanese business association in major cities across the U.S. and Japan.

He is also committed to a variety of pro bono projects across the firm, including naturalization workshops and opportunities to help Ukrainian refugees.

Shintaro speaks English and Japanese.

Authored Advised the framework of visa program for a joint venture by leading Japanese electronics and U.S. technology companies and successfully represented one of the joint venture partners for its negotiation with the US Embassy in Japan for work visa procurement.

Advised visa strategies for Japanese Tier-1 automotive parts companies for the establishment of their U.S. manufacturing plants and successfully represented them for the procurement of work visas of their professional and management personnel.

Provided strategic advice to Japanese and U.S. corporations on immigration consequences of merger and acquisition transactions on their employees and successfully represented these companies for work visa procurement and compliance matters at the U.S. Citizenship and Immigration Service and the U.S. consulates abroad.

Authored numerous articles on U.S. work visas and visa application procedures at the Embassy of the United States in Tokyo and the Consulate General of the U.S. in Osaka, Japan.
