Relying on more than 20 years of China immigration experience, Steven is uniquely equipped to provide inbound and outbound mobility guidance and support to clients. Beginning his career as an immigration officer working in the Shanghai Foreign Employment Department, Steven gained invaluable regulation policy and market knowledge that greatly applies to his work today.

Following his roles in government and with a global immigration team of an employment law firm, Steven was one of the first Fragomen Shanghai employees and helped grow the office into a flourishing practice. Recognizing that, at the time, immigration work was fairly new in China, he successfully helped companies build their programs from scratch.

As time progressed and the country’s immigration landscape grew tremendously, Steven saw that mobility professionals were slowly becoming integrated with human resources functions at the companies he served. And, as immigration became more and more important in employee services around the globe, he began to work with dedicated mobility teams on workforce planning strategy, ensuring that available immigration options compliantly serve their business needs now and into the future.

Now, following the COVID-19 pandemic and the various geopolitical issues at play for global economies, Steven assists sophisticated mobility teams with established programs in advisory and consultative capacities in addition to handling their transactional work.

Steven’s success in these areas is not only due to his extensive experience in the industry—he is also committed to serving as an integral part of his clients’ businesses as a true extension of their in-house mobility teams.

Steven is fluent in English, Mandarin and Shanghainese.
