This blog is part of a series accompanying the release of Fragomen’s Regional Immigration Overviews. It takes a closer look at key developments affecting global mobility and immigration in Africa, providing insights to help employers understand the broader business implications and prepare for what comes next.

Across Africa, governments are using immigration policy as a tool to support economic growth, attract investment and facilitate business activity. New investor pathways, visa reforms and business mobility initiatives are being introduced across the continent as countries compete for foreign capital and international expertise.

While governments seek to attract investment, employers face a more complex operating environment characterised by variable processing times, localisation requirements, labour market testing and changing compliance obligations.

This combination of investment promotion and regulatory complexity is becoming one of the defining features of Africa’s mobility landscape.

Investment and Mobility Are Becoming More Interconnected

Several African governments are actively positioning themselves as attractive destinations for international investment by modernising immigration frameworks and introducing new mobility pathways.

Southern Africa provides some of the clearest examples. Eswatini is preparing to introduce an Investment Visa aimed at attracting foreign capital aligned with national development objectives. Mauritius has announced plans for a Golden Visa Scheme targeting investors and high-net-worth individuals.

Zambia is similarly pursuing an investment-focused mobility strategy. Supported by projected private investment in sectors including mining, solar power, agribusiness and tourism, the country has expanded its visa waiver programme, introduced a new immigration law and launched initiatives designed to support business travel and investment activity.

These developments reflect a broader trend across the continent: immigration policy is being aligned more closely with economic development objectives.

Investment Opportunities Bring Greater Compliance Obligations

While governments continue to encourage investment, many are simultaneously strengthening regulatory requirements.

Across Africa, employers face localisation measures, labour market testing requirements and qualification verification obligations designed to promote local workforce participation alongside foreign investment.

Namibia has proposed local content plan requirements for companies operating in the petroleum sector, requiring commitments related to local hiring, procurement and skills development. Mozambique now requires employers to demonstrate that no qualified Mozambican national is available before hiring a foreign national. Zambia has implemented qualification verification requirements that may increase compliance obligations and extend processing timelines.

At the same time, work authorisation timelines continue to vary significantly across the continent. Processing times can differ considerably between jurisdictions, creating additional planning challenges for companies deploying talent across multiple markets.

For investors and employers, market access depends not only on capital investment but also on the ability to navigate jurisdiction-specific compliance frameworks.

Business Travel Remains a Competitive Differentiator

Business travel policies are also becoming more closely linked to economic competitiveness.

Despite growing economic integration, intra-African mobility remains constrained. According to the Africa Visa Openness Report 2025, approximately half of intra-African travel scenarios still require a visa before travel. Several countries have also introduced new pre-travel authorisation requirements or revised existing visa arrangements.

At the same time, governments seeking to attract investment are expanding mobility options. Zambia’s visa waiver expansion and broader immigration reforms demonstrate how countries can use business-friendly entry frameworks as part of wider investment attraction strategies.

As multinational companies evaluate investment destinations, predictable and efficient mobility systems may become a competitive advantage.

Digitalisation: Changing How Governments Manage Mobility

Governments across Africa are also expanding the use of digital travel authorisation systems.

Electronic Travel Authorisations (ETAs) and e-Visas are becoming more common as governments seek to improve traveller screening, strengthen border management and modernise immigration administration. Kenya has transitioned from e-Visas to an ETA model, South Africa has expanded ETA eligibility for selected nationalities and Somalia has launched a new ETA system.

These systems support economic objectives by facilitating travel while also providing governments with greater visibility and control over cross-border movement.

However, implementation challenges remain. Eligibility requirements are not always clearly communicated and new digital frameworks can create uncertainty for travellers and employers during transition periods.

Looking Ahead

Investment priorities are playing a larger role in Africa's immigration landscape. Governments continue to seek foreign capital, specialised talent and business activity, but they are doing so within frameworks that place growing emphasis on compliance, localisation and economic contribution.

As mobility pathways become more closely linked to investment and development objectives, employers should expect continued policy innovation alongside greater regulatory complexity.

Organisations that align mobility planning with business strategy, understand local compliance requirements and monitor immigration developments will be best positioned to capitalise on the opportunities emerging across Africa’s investment landscape.
