Nel 2014, l'elettorato svizzero ha adottato la cosiddetta "iniziativa sull'immigrazione di massa" (Eidgenössische Volksinitiative «Gegen Masseneinwanderung»), che mira a disciplinare più rigorosamente l'immigrazione in Svizzera. Dal 1 ° luglio 2018, nell'ambito dell'attuazione dell'iniziativa, le persone in cerca di lavoro in Svizzera hanno la priorità nella copertura dei posti vacanti.

I datori di lavoro svizzeri sono inoltre tenuti a segnalare tutti i posti vacanti nelle categorie di lavoro con un tasso di disoccupazione pari o superiore all'8% al Servizio pubblico per l'impiego (PES; öffentlichen Arbeitsvermittlung, öAV) o ai centri regionali per l'impiego (REO; Arbeitsvermittlungszentren, RAV). Le offerte di lavoro in questi settori vengono quindi offerte per cinque giorni lavorativi ai dipendenti degli SPI e alle persone registrate negli SPI come persone in cerca di lavoro prima che possano essere pubblicizzate sull'intero mercato. Durante questo periodo, i REO trasmettono al PES i fascicoli dei candidati idonei per questi lavori, che esamina questi fascicoli e, se necessario, avvia colloqui di lavoro.

 

Panoramica delle modifiche attuate dal 1 ° gennaio 2020

A partire dal 1 ° gennaio 2020, la percentuale del tasso di disoccupazione che impone ai datori di lavoro di segnalare i posti vacanti in una categoria professionale è stata ridotta. I posti vacanti nelle categorie professionali con un tasso di disoccupazione pari o superiore al 5% devono ora essere pubblicizzati sulle piattaforme sopra menzionate. Questa modifica ci spinge a rivedere e considerare le future prospettive.

Nel primo anno dall'introduzione dell'obbligo di registrazione dei lavori nel luglio 2018, sono stati registrati al PES un totale di 200.000 posti di lavoro, di cui quasi il 100% è stato controllato e pubblicizzato entro un giorno. Il PSE è stato in grado di proporre almeno un candidato idoneo per più della metà delle posizioni pubblicizzate. I datori di lavoro hanno assunto l'8% dei candidati raccomandati dai REO. Il Governo svizzero, quindi, mostra un record positivo: il costante aumento del numero di posti di lavoro segnalati, la rapida elaborazione da parte dell'Ufficio di Rendicontazione e la costante mediazione da parte dei REO sono la prova dell'accettazione e dell'attuazione coerente dell'obbligo di segnalazione di posti di lavoro.

Il periodo di riferimento per l'obbligo di registrazione delle categorie di lavoro nel 2020, è il periodo tra ottobre 2018 a settembre 2019, durante il quale il tasso di disoccupazione per la Svizzera era in media del 2,3 %. La riduzione della percentuale per le categorie di lavoro con un tasso di disoccupazione del 5% avverrà contemporaneamente alla modifica della nomenclatura professionale.

Questa modifica garantirà una migliore differenziazione tra gruppi professionali molto simili ma diversamente qualificati. Ad esempio, i cuochi qualificati non saranno più soggetti all'obbligo di registrazione dal 2020, ma gli assistenti cuochi continueranno ad essere soggetti all'obbligo di registrazione. Differenze simili in altri settori, come l'edilizia e il marketing, avranno anche risultati simili. L'elenco completo delle professioni soggette all'obbligo di registrazione è disponibile qui.
