Enrique is Fragomen’s Co-Chair and is a member of the firm’s Executive Committee. He works alongside Co-Chair Lance Kaplan, leading the worldwide firm of more than 6,000 immigration professionals and support staff in more than 60 offices across the Americas, EMEA and Asia Pacific.
In this role, Enrique oversees the firm’s U.S. and global operations, working closely with the members of the Executive Committee, as well as the Managing Partners and Practice Leaders in each market, to develop and implement strategic priorities that meet our clients’ evolving needs. His thoughtful, hands-on approach as a leader and communicator—coupled with the ability to clearly understand our clients’ businesses and their industries—allows him to bring innovative perspectives to the firm’s growing global presence.
Enrique has significant experience creating and managing customized immigration compliance programs for companies and institutions across a wide range of industries—including agriculture, education/research, energy, entertainment, food service, healthcare, hospitality and technology—and counseling entrepreneurs and high net-worth individuals regarding investment-based immigration. Prior to his appointment to Co-Chair, Enrique served as the Managing Partner of Fragomen’s Florida office, which he steadily grew in headcount and revenue. He was also instrumental in driving the firm’s growth in Latin America and established Fragomen’s higher education practice.

Experience
Regularly represents companies in connection with Department of Homeland Security (DHS)/Immigration and Customs Enforcement (ICE) Form I-9 (Employment Eligibility Verification) audits and Department of Labor/Wage and Hour Division immigration-related investigations.
Manages the immigration compliance programs of major universities and research institutions in Florida.
Conducted a review of the exchange program partnerships for a major theme park operator to ensure compliance with U.S. immigration laws and regulations. Subsequently made recommendations on ways in which the company should modify its program.
In anticipation of a hotel room shortage during the 2006 Super Bowl in Jacksonville, Florida, worked with the Department of Homeland Security (DHS), Department of Labor (DOL) and Department of State (DOS) to secure a special temporary authorization for 4,000 cruise line employees to work on several cruise ships which were leased to serve as floating hotels.
Worked with Congressional staff, the Department of Homeland Security (DHS) and the Department of State (DOS) on behalf of several cruise lines with regard to the admission of foreign workers for dry dock work in the U.S.
Led Republican Senate Staff for the Gang of Eight in negotiations and helped to draft legislation debated in the U.S. Senate to reform and modernize the U.S. immigration system.
