A retired partner, Howard serves as Senior Counsel and is a member of the firm’s Government Strategies and Compliance Group. Based out of the Washington, DC office, Howard keeps in close touch with both agency officials and congressional staff. Before joining the firm, Howard was Director of Information at AILA from 1992-1999 and was in private practice several years prior to that.
