Howard co-manages the firm’s professional practices group, which is responsible for government relations, best practices and global information dissemination. Based in both Washington, DC and New York, Howard provides counsel on both government relations and complex case issues. Howard keeps in close touch with both agency officials and congressional staff. His team monitors immigration law issues and distributes alerts to clients on new developments. Howard also serves as special counsel to the Council for Global Immigration (CFGI) and works closely with other trade groups that represent Fragomen client companies, and in these various capacities provides counsel on both congressional and agency initiatives. Before joining the firm, Howard was Director of Information at AILA from 1992-1999, and was in private practice several years prior to that.
