Fragomen, the leading provider of global immigration services and a member of both the Am Law 100 and the Am Law Global 100, is proud to announce the election of new Partners and Of Counsel, effective July 1, 2015. These new Partners and Of Counsel reflect the talent and diversity of the firm's professional roster.  They support a broad array of priorities for Fragomen—including pro bono services and corporate compliance—and work with clients around the world to meet their objectives by providing outstanding legal counsel, practical guidance, service and support.

Shintaro Araki, Partner (New York) - Shintaro joined the firm in 2007 and has unique knowledge of U.S. immigration law as it relates specifically to Japanese corporations. Shintaro has authored numerous articles on U.S. work visas and visa application procedures at the U.S. Embassy in Tokyo and the U.S. Consulate General in Osaka. He speaks English and Japanese, and is admitted to the New York Bar. Shintaro is a graduate of the University of Wisconsin Law School (M.L.I.) and Meiji University Law School.

David Duong, Partner (Dallas) - David joined Fragomen as an Associate in 2000 and has been exclusively practicing immigration and nationality law since 1998, focusing on employment-based immigration while helping employers move their key personnel worldwide.  He has counseled clients through immigration program assessments, immigration issues related to mergers and acquisitions, and DOL labor certification audits, and also provided a broad range of additional support and strategic guidance to meet the full spectrum of client needs. David takes a personal approach to immigration, working closely with clients to create simplified, customized and reliable support and solutions.  He frequently speaks on various immigration topics before human resources professionals, managers and employees.  David is admitted to the Texas Bar. He is a graduate of Thurgood Marshall School of Law (J.D.) and the University of Houston, Cum Laude, (B.S.).

Jennifer Holt Estrella, Partner (Coral Gables) - Jennifer joined the firm in 2007. She provides counsel on all aspects of U.S. immigration law including corporate compliance, nonimmigrant visas, permanent residence, citizenship and consular processing. Her clients include luxury cruise lines; power generation and distribution companies; universities; technology companies; and financial services, banking and insurance companies. Jennifer also works with individual investors. She is very active in her community and has held several leadership positions with the YMCA's international organization. Jennifer is admitted to the bar in Florida, New York and New Jersey. She is a graduate of Seton Hall University School of Law (J.D.) and Rutgers University (B.A.).

Careen Shannon, Partner (New York) - Careen joined Fragomen in 1998 and is currently a member of the firm's Professional Practices Group, which monitors and analyzes domestic and international immigration law developments and provides guidance on complex legal issues. Careen has spoken before numerous legal and professional organizations and has authored a significant number of articles and books on immigration law topics. Since 2014, Careen has led the U.S. firm's nationwide effort to provide pro bono legal services to unaccompanied minors and to detained immigrant women and children from Central America. Careen is fluent in English and Danish, proficient in French, and has a working knowledge of Spanish, Norwegian, Swedish and Japanese. Careen is admitted to the bar in New York and New Jersey. She is also admitted to the U.S. District Court for the Southern District of New York and the U.S. District Court for the District of New Jersey. Careen is a graduate of City University of New York School of Law (J.D.) and Oberlin College (B.A.).

Jill Bloom, Of Counsel (Phoenix) - Jill began her career at Fragomen’s Troy office in 1999. She advises multinational clients in a wide range of industries regarding all aspects of U.S. business immigration, and works closely with individuals involved in family-based immigration matters. Jill leverages her process experience and Lean training to help clients enhance efficiency and compliance. Jill speaks English and Spanish, and is admitted to the bar in Arizona and Michigan. She is a graduate of Wayne State University (J.D.) and the University of Michigan (B.A.).

Brenda Oliver, Of Counsel (Washington, D.C.) - Brenda joined the firm in 2011 following 11 years with a large Am Law 100 firm. She counsels a range of companies to facilitate transfers of high-level and special skilled employees to the U.S. She also provides advice to clients on obtaining permanent residency for key resources, and works with companies to help them ensure compliance with U.S. employment authorization practices. Through her pro bono work, Brenda helps trafficking victims to obtain T visas and adjustments of status, has assisted with U visa processing, and has participated in citizenship clinics. Brenda is a frequent presenter at immigration conferences, and speaks English and Spanish. She is also the former Chair of the D.C. Chapter of the American Immigration Lawyers Association.  Brenda is admitted to the bar in Maryland and the District of Columbia, and is also admitted to the U.S. District Court for the District of Maryland and the U.S. District Court for the District of Columbia. She is a graduate of William & Mary School of Law (J.D.) and the University of California, Berkeley (B.A.).

Marlene Stanger, Of Counsel (San Diego) - Marlene has practiced U.S. immigration law for more than 15 years, and counsels a range of clients including individuals, major multinationals, universities and scientific research institutions. She helps top research scientists obtain permanent residence and prepares complex cases for investors and entrepreneurs establishing new U.S. business entities. Marlene also provides pro bono services through the Casa Cornelia Law Center and other organizations. Marlene speaks English and Afrikaans. She is admitted to the bar in California and is a graduate of Thomas Jefferson School of Law (J.D.) and the University of Cape Town (B.A.).
