WASHINGTON, D.C., September 2, 2025 – Fragomen, the world’s leading provider of immigration services, today announced the appointment of Leah Rogal as Senior Director of its Center for Strategy and Applied Insights. In this role, Rogal will lead the Center’s strategic direction, oversee day-to-day operations and advance its mission to support governments and organizations in navigating global mobility challenges.
Rogal joins the Center after more than two decades with the U.S. Department of Homeland Security (DHS), where she held senior roles at U.S. Citizenship and Immigration Services, the Office for Civil Rights and Civil Liberties and the DHS Office of Policy. She advised on complex regulatory and litigation matters, represented the United States in intergovernmental migration forums and led initiatives to strengthen protections for workers, victims and vulnerable populations.
Launched in 2024, the Center for Strategy and Applied Insights bridges legal and policy analysis with practical innovation. Since its inception, it has worked alongside clients, governments and multilateral organizations to address emerging challenges in global mobility. Through these efforts, it helps shape strategic decisions for businesses and governments and advances the development of sustainable immigration systems. Rogal’s appointment builds on recent initiatives and positions the Center to advance projects aimed at strengthening international collaboration on digital identity and other migration priorities.
